Approach to Project Management & Governance

This article focuses on our approach to setting up and maintaining a project management and governance structure for projects that we take on.

Our approach for project management is focused on controlling quality, risk, and changes during project execution so the project can be completed within the set schedule and budget constraints. We understand that every project is unique with its own unique set of challenges. Therefore, we will adapt our project management and governance processes to meet the changing project environment. Our processes for governance and management start early will be a constant throughout the project lifecycle. They will include the following steps:

Agree on Management & Governance Model

  • Establish project stakeholders and responsibilities on the project

  • Establish project communication standards and approach

  • Establish the quality standards for the work products from the project

  • Establish the approach for risk management (cataloging, categorizing, managing identified risks)

  • Establish the process for identifying changes that deviate from project scope and the process for review to clarify project parameters or to outline options that lead to a Change Request

  • Establish the cadence for project meeting include functional meetings, technical meetings, management meetings, steering committee meetings

Implement Management & Governance Model

  • Implement/configure the project management site to capture and communicate project details

  • Implement cadence for project meetings and manage communications

  • Implement quality assurance measures that include manual and automated processes to ensure the work products are reviewed during development and prior to deployment

  • Implement code review processes to meet the established functional, maintenance and performance standards for completed modules

  • Implement project risk register to identify, capture, and manage project risks

  • Implement the project change management process

Monitor, Capture, Measure & Control

  • Capture and report project progress on a weekly basis

  • Provide and maintain project meeting artifacts (agenda, action items)

  • Provide quality assurance results with each incremental completion of functional module

  • Report and manage project risks through closeout and escalate any issues from prompt action

  • Assess change request with level of effort and operational and technical feasibility assessments

  • Control project constraints of cost, schedule, and resources from initiation through closeout

  • Closeout project in accordance with agency standards for knowledge transfer
